PBBM didn't say that transparency and accountability are not important, but what the potential foreign investors raised during his meetings with them are the ease of doing business, power cost, and the sanctity of contracts. Just take a look at Vietnam and China, they are not known to be good models in transparency and accountability and yet they have been topping the list of countries that received the highest foreign direct investments in the past decades or so. The point here is transparency and accountability are important but other factors such as those mentioned by the investors are equally, if not more important.
