Just curious, does he make deliveries to NPCs as well as the PC? An evil thought just crossed my mind; what if he showed up at a bandit hideout that had just been cleared by the PC with a package for the boss just slain by the PC?!

He is a Courier Replacer - Nothing more. So he does the delivieres the usual courier would do.
