The weapon itself hits very hard and he’s probably using a Red Tear Stone ring which increases damage by 50% when you are below 20% Health.

I was finally able to beat the 2nd phase by using +5 black knight sword with perseverance weapon art and Catalina armor full set. The fat roll and nigh unstaggerability for 6 seconds came in clutch with the nameless king because his delayed attacks matched my fat rolling.
