Tolkien never says who he is. In D&D, the same trip exists in Dragonlance as Fizban, who is the personification of the god Paladine. I believe Tom is the avatar/manifestation of Eru Ilúvatar. He may not even know he is Eru Ilúvatar - like Tom is the dreaming state of Eru.

Elrond seemed to know what/who he actually was. When Frodo suggested giving the Ring to him, Elrond replied ” I think that in the end, if all else is conquered, Bombadil will fall. Last as he was the first; and then Night will come.” That would suggest that at least he pre-dates the elves.

@@RandomGuyDan Which does lend credence to the theory that Tom is Eru. The singing part is a big hint towards the theory being the correct one as Eru sang the world into existence.
