It's very clear that this was intended to be a framing device, but knowing that they ultimately don't go through with it by using the frame to instead just tell you that you're a body double and not having you come full circle by reenacting the final boss of Metal Gear 1 as said body double does hurt quite a bit. Maybe both are injured but managed to arrest the killer.
