6-7 inch drill holes in a damn that’s a few dozen feet in length won’t do anything. And I’m assuming somebody will repair them once they leave.

You can see that they most likely hit some rebar where there are 3-4 holes close together. The drills and bits are meant for concrete not iron. So if they hit rebar before the intended depth, they will just start a new hole.
