Yes, that is true, but for that house has to be warm. As you mentioned, it was cold inside and outside, It didn't provide the problem. So yes, you can use recirculation to keep the cold and warm air flowing. But remember, as the hot air is not coming through wlvents when recirculating, the air may seem colder if you are near the vents.
