Scrappy was not well received when he was first introduced in 1979. Those who did like him started to be annoyed by him. By the time the 90s came around he had a reputation to be annoying which is why they made him a villain in the live action 2000s film.

@0_zsR bad publicity is still publicity. Look at shows (that are well written) like South Park. Parents, celebrities, corporations, and religious establishments have been trying to get that show canned for two decades now. Yet their attempts gave the show its indestructible reputation.
