It says if you are breaking the law you should be Fearful but reed says if you're breaking the law we'll pat you on the head and say poor baby. If you listen to his speeches, he has victim.Hood mentality and that is why isn't hard on the criminals in our city. Victimhood mentality is how he runs this city and the criminals run the city. They know this and they control this city because he is scared they're gonna get him. They go to cities with lesser pay, but where they have more authority and can be true cops.
