I'm going to approach this from a logic standpoint, because I can see you're not as informed on the whole situation.

Basically, a kid was struck and killed by a NB local in Duluth about a month ago. The city knew about it and still chose, 4 days later, to go through with their QZ, which was not approved by the standard "36-month Accident-Free" stipulation that they were supposed to achieve, but rather by a very discreet $3M payment by a few condo complex managers near the tracks. That unofficial deal is the reason that horns still blow through town from time to time, though most heed the signs.

The result of this under the table agreement has been nothing short of crazy. Cars are frequently finding themselves between the gates waiting on the traffic light, almost completely unaware that a train is approaching. That exact scenario played out on Monday, in fact, as a cream-colored Acura SUV noticed the gate bumping their hood as they waited for the light at the intersection ahead. This caused the approaching NB to slow down a lot to avoid the incident. They eventually rolled through at 15mph. I'll upload that video in a bit.

My opposition to the QZ is not at all from a railfan standpoint. I would still go out and catch trains. The problem is the safety. Midnight freights roll through town pushing 45-50mph with absolutely no horn nor bell, everyone's safety hanging on the hope that those crossings are working correctly. Considering the Main Street crossing (shown here) was affected by nearby lightning this afternoon (and was stuck in the Activated Position for about 3 hours, causing a diabolical traffic jam)* there's no telling what this weekend's Fall Festival (a weekend full of drunk adults wandering around at night and children running along the tracks during the day) will hold. *THAT* is the reason for the opposition.

Quiet zones should only be around neighborhoods. Not cities. If a train doesn't blow, that increases the chance of people running around gates which also leads to more accidents.

About a month ago, it was a very silent occurrence, pun intended. The city didn't say anything about it for about 2 weeks. They posted about other things, but didn't say much about the QZ, nor did they say much about the child that was struck just a week prior to it becoming a QZ.

Stay trackside as often as you can. Your dedication to get out there is motivation for a horn salute. Definitely try to focus on photos of that window, just in case. If they've got a sharp eye at that speed, they'll notice you're looking for an open window and, eventually, they'll grant your request.

I was on vacation seeing trains pass by sometime ago and the train crew gave me a train vest and even gave me a horn show. I’ll never forget that moment.
