I think this is very exciting! Because education is changing. And I think Caricom is a good start. I grew up multicultural in the states. And this is very important to me.

Checking on spray painter on automobile in residential area where no license etc is being verified. ventilation to neighbours are affected. If you don't check on these situations you won't have people alive for long, and kids will be deformed at birth .

People who know lots of Africans and Indians will understand that Caribbean people are ridiculous to harken back to mother lands. Those people have nothing in common with us and do not even like us. Please quit the useless identity politics and focus on education, health, economic growth and the fact that climate change will make you non existent in a few decades.

This man is not capable of doing anything. There is no food production in Guyana to reduce imports. Guyana invests more in food imports hence the inflation on food and other items. African farmers are being forced out of the economy and Indian farmers who support the PPP are price gouging in the markets. Don’t take my word for it. See for yourself. For Guyana to grow, the PPP must GO!

I also think preparing the Caribbean for the changing technological advancements in the Western hemisphere in the Asian markets the Caribbean Africa must do more than just make the products but actually produce them.

Re:Justice which begins at the police stations. In initiating complaints on statements, it remains very important that all statements be tracked, to ensure no citizens complaints, particularly for court hearing, do not fall by the wayside . All statements/report/complaints made, must be consecutively numbered, to ensure accountability, transparency follow, into true justice. Meaning that each statement must, in addition, to statement form number, be consecutively numbered, to determine how many complaints are processed, at any given, particular time and date. Individuals too, ought to be verified, with place of abode, showing ID, or passport,** since in transit violators do wrong, claim live here, **don't, jump ship, plane, outwit the three months statute of limitation, for court, and literally repeat offense. Worse yet violators cannot be served summons, leaving complainants, in distress. Such loophole must be closed. Evidence has proven the practice of such corruption exist. Numbering of each yellow statement page, **reiterating use of pages 1,2,3,4,5,6, etc. would disable the chances/habit of losing any statement. That enables each form/complaint paper trail. With technology, it is time back up tech systems be in place, with info being out of hands of individuals taking out, lodged complaints. Such must be secure, in an **off site** central station, for recall, especially for individuals seeking official copies of statements, complaints. Why not have a specific typing pool, and ask individuals, the same time of complaint, if statement is needed. If yes, do offer spontaneously, rather than pile up, lose, can,t find, with months into asking for official statement from headquarters Justice coming, must not be slow Why Because Justice delayed, as is said, is justice denied. Reiterating, such a process enables the thorough flow and attention to each complaint. What has been happening is that complaints for court, as per experience, get lost, **be it willfully done** , or not. Tracking and trending of numbers in an obvious place, on each form/statement, would remain conspicuous, and a deterrent, to the unscrupulous. Missing pages must be explained, to authourity . If scrapped, the number and paper trail, become readily available to detect, be it lost, torn, missing, removed, from place of expected keeping Very important, and it helps to identify individual concerned, having signatures on each page, with legible officer badge number. Call it administrative surveillance . Too often statements are claimed lost, not entered, pursued, as is expected and never reach court. Add more. Case going to court and complainant having no access to his own complaint, and, or reason, for another complainant on individual. Need to monitor bailiffs, police taking of, and serving of summons too. Insist on written feedback. It has happened with individuals, given less than 12 hours to make motion, have delivery, defense, etc. for case presented to court. For example the date, time 8 35. A.M. for a case 9.A.M NEXT DAY is more thanappaling. Evidence readily available. Next do not keep police at entrance to door calling in individuals, that long time, MORE THAN A YEAR, doing so. INCLUDE the secretary sitting and keeping records, right under the arm, of the magistrate. Must give each individual a stamped, dated info, signed for, noted and kept in file, when Magistrate assigns another date for court appearance. Surely that signifies, individual has a reliable court date order** in file.** That avoids alleged Bent Warrant, due to date changed forward or backward, **unknown to individuals, who specifically, would have received date from secretary, but who under pressure would read out, to secretary downstairs, giving info in a crowded, rushed environment. Avoid such, grave embarrassment, liability, by having 2 sets of same information, **dates, with one always in magistrates possession, and other accessable to secretary, and the public.** That avoids individuals, repeated appearance, just to be assured of court dates, getting info, only to realize human error, and arousing suspicion, as it relates to, and the prompting of Bench Warrant. Now, in the name of justice, non complacency, expected date to return to court, better management, and organization of vital functions remain utterly important, if justice, begins at the police department. Again, that ensures no date change before due date, **which is called out, and written down by individuals concerned** Do not allow any to be in any position, beyond a year, period. Likewise the one managing individuals at entrance to court. It is hoped when citizens seek questions, as a public servant all officers, **without bias, ** would politely responds, not ignore, and promise to draw attention to adverse situation, and pretend that never happened. That applies to prosecutor too. Apply same to all Caricom countries. Our justice system, needs a complete overhauling, period. We are getting there, but have a long way, yet, to go. Simply stating from prolonged observation, recent experience, and of course the repeated past too.

there needs to be greater awareness in the civil society - there are banking officials for example who do not appreciate the rights of non- nationals to banking services .... lets hope these barriers are broken down by 2030 #strategicplan

How many crisis, except natural disasters, Haiti has experienced before its CARICOM's membership and since Haiti has joined the CARICOM in 2002? And why? The answers to the above questions are necessary if a full account has to be given to the role CARICOM has played to bring Haiti to the point Haiti now is. Maybe the CARICOM must be more demanding with herself when it comes to Haiti.

to summarise - trading among CARICOM states, the new trade agreement would be updated to reflect the actual on the ground trading activity ; Legislation- removing the restrictions to the operation of Companies allowing them to have freer inter regional operations - Full free movement without the restriction of the requirement of skills, or education- and with the right to access education and health care

Mr. Bennett are you still farming? I live in the U. S. Here many people are homesteading, and some, like me, grow food in backyard gardens in suburban and urban areas. Perhaps similar opportunities could be encouraged in Saint Vincent so that families could grow their own food on a small level. This would teach children about the importance of “farming” and provide more accessible food for families in need. Thank you. You need to be commended for your efforts to educate the youth about good farming practices.

Where are the Indian people who value the land? Just people who closed down Caroni to give land to PNM cronies. Cocoa, coconut and sugarcane prices sky high but Rowley not interested in supporting these crops. The Faculty of Agriculture in Trinidad was closed down by the Guyanese Compton Bourne instead of promoting agriculture research. Do not speak about agriculture now when you all know nothing and do nothing. You will all be a memory under water soon anyway, so carry on. The Indian people like my father who struggled on the land was ignored for decades. The same continues for the poor Indian people who love the land and still work in agriculture. Digital tools will help them when they barely have enough to eat? Not to mention the people subsisting in the swamps of Trinidad. You all are failures.

Regional migration policy. How human fulfilment is facilitated in each country should be a critical element of the regional migration policy so that each country must set human fulfilment at national level as a sacred duty. For instance, Haiti is part of CARICOM. But the situation in Haiti is such that, Haiti for many people in Haiti isn't a better shore, the better horizon becomes to flee towards other countries. By making the quest of human fulfilment at national level a key component of regional migration policy, regional migration policy can become a tool of harmony between the countries. How human fulfilment is facilitated at national level should be one of the things that are used to conceive regional migration policy. For instance, in Kenya in East Africa a political leader has said 'Kenya's key products of export is young people'

When the CARICOM was born in 1973., the tyranny at Togo had already started. That tyranny is a direct result of the first deadly military coup in Africa's history and it was a decade prior to the establishment of the CARICOM. It was in 1963. In 2005, after 38 years of a bloody tyranny of the father Eyadema Gnassingbe, the son, Faure Gnassingbe took over in a bloody crisis. In the framework of a cooperation between the Caribbean, the continent of Africa and the Pacific and the European Union, I mean ACP/EU framework, each side has its chief negotiator. The European Union has a chief negotiator, the Africa, the Caribbean, and the Pacific, together have a chief negotiator. Why should your chief negotiator be a representative of the 60-year-old dynastic tyranny at Togo in West Africa? What horizon of hope does that mean to the people of the Caribbean, including the people of Haiti who in its tragic journey had experienced a dynasty of dictators? Millions in the Caribbean believe and hope in God. Why a man, Robert Dussey, who 'was a seminarian (Saint Paul Seminary of Bangui); Franciscan friar and monk of the Catholic Community of the Beatitudes.' and after has chosen to dwell in the arms of a dynastic tyranny that represents death and suffering, deprivation and misery to millions for decades, while getting himself pampered, is worthy to be the chief negotiator for countries of the Caribbean? Indeed, a country can represents countries, a person can represent persons. But when the situation refers to the fate of millions, I mean the peoples, the details become critical. Who would want to be and evolve in a tyranny in the Caribbean? So why a decade old tyranny in West Africa should be the chief negotiator for other nations on earth, especially nations with a heavy history?

Why Haiti began and remains poor (pt 5 of 5). Haitian remittances (2018 - 2022) (year) ($Billion per year) (population M) ($ per capita per year) 2018_____2.42_____11.0______220 2019_____2.51_____11.2______224 2020_____3.27_____11.3______289 2021_____3.66_____11.4______321 2022_____3.10_____11.6______267 The Haitian remittances are quite substantial in absolute dollars (billions of dollars, INCREDIBLE!!!), quite modest on a per capita basis ($250/year/person). A good thing (the haitian diaspora love their families still living in haiti). A bad thing (what?!?!): the remittances make Haiti more dependent and less independent. I thought Independence was an ultimate good. Something strange is happening in Mexico: as of 2024 AD, there is a shortage of farm workers in Mexico. Why? Answer: the farm workers are going to the USA and sending remittances back to Mexico. Are there unemployed people in Mexico? Yes. Could said unemployed people fill in the farmer shortages in Mexico? Yes. Why is there still a shortage of farm workers in Mexico? Answer: they do not need to work because they are getting remittances from their relatives in the USA. The effects of remittances in Mexico are also happening in Haiti. The recipients of the remittances become either pure consumers or invest in non-export enterprises (low barrier entry) such as restaurants, beauty salons, home improvements, taxi services, etc.. Export enterprises such as auto manufacturing, energy production, etc. require large investments upfront and large risk exposure, something not amenable by remittances. Remittances suppress the productive power of a nation. Remittances have a narcotic effect on the recipients, just like the Welfare State has a debilitating effect on the welfare recipient (intergenerational dependency). Haiti's source of foreign exchange (%). (A) = Remittances, (B) = Exports, (C) = Official Development Assistance, (D) = Tourism, (E) = Foreign Business Investment Source___(A)_____(B)_____(C)_____(D)_____(E) 2000_____37______37______14______10_______2 2005_____50______27______15_______5_______3 2010_____30______15______44_______8_______3 2015_____38______30______20______10_______2 2020_____55______18______15_______8_______4 It is not a good sign that for Haiti the remittances are becoming the majority (55% in 2020) of foreign exchange revenue. Tourism and Foreign Business Investment have flatlined in the past 20 years. In 2022 Haiti's exports were 1.3B (compared to remittances of 3.1B). Exports are (clothing = 965M) (vetiver oil = 34M) (scrap metal = 25M) (alcohol = 7M) (fruits = 11M) (fish = 7M) (electric equipment = 10M). Meanwhile in 2022 Haiti imported more than 1.0B of goods/services from the Dominican Republic. Yes, Haiti is getting out of the agriculture business and diving deeper into the sweatshop business. Meanwhile, the USA, Canada, Australia are the main food exporters of the world and they are developed nations. Increased dependency on remittances assures Haiti's poverty.
