It's a problem in the game, it's loading on some devices, otherwise it's stuck on downloaded content, u can try this game from Steamrip & Steamunlocked

Brother copy the same settings and in Winlator settings when u customise a preset, Change ur Dynaric Storngmem from 0 to 1 & 2 then put it on 0, this trick can stop ur game from crashing
