If you asked about the agent level, you should be at level 40. If you asked about the SHD level, you can try to play the mission even you’re in the lower level. You just having some hard time to go through the mission.

@@6130911 I understand. I'm just playing with my brother and we can't start the mission with him because he doesn't meet the group requirements. And I have no idea why? My first thought is that his level is too low, because his current SHD level is 61.

The SHD level is not the issue. Maybe your brother doesn’t finish something that requires to. Like invaded stronghold has required to finish three invaded missions in order to do so.

If you talk about "Aaron Keener Manhunt Mission" in the (bunker). Your brother has to finish the other manhunt target before the bunker mission. You know what I mean.

Captain Lewis seems to attempt to save the country by choosing the wrong faction. Agent Kelso seems to go rogue just because she helped Keener to reactivate ANNA, and ISAC reacts on Kelso’s action and turn her SHD watch into red light. It’s no longer easy to determine whether it’s black or white.

At least Kelso has a lot of explanation why she decided to go rogue. Manny always thinks if your SHD watch turned red, then you’re a bad guy. You should be arrested and prosecuted in the name of justice.

I do miss the last comms. It’s always required you to pick them up on field. Every last manhunt on each section has dropped a comms or some sort of. The last one may have been dropped in the “Bunker” mission.

You may have to ask the question to the developer (Ubisoft). They have the answer for you. Because I have the same question as yours. In my point of view. I called it “the usual TV series dramatic theme”. When the bad guy whose you have been killed made his suddenly reappear. Because the writers were running out of ideas. No more new bad guys. So they brought back (restoration) the old bad guys, and make the story continue.

I had the same question until I started doing some research and actually replayed all the missions to get a better understanding. In WWNY, Theo Parnell said something that Aaron Keener and other rogue agents have also mentioned, ISAC and the Division as a whole are easy to manipulate and to be careful. With him being the brains of the entire operation, he knew the Division and the system itself were extremely flawed with lots of issues. Keener was always a step ahead of the Division and he might have a point. Think about it, how was he able to get so much intel from the LMB, Black Tusk, and even the Hunters way before the Division could even comprehend what they were dealing with? He's a mastermind that will do whatever it takes to get the job done. For him to be able to get Faye Lau to see the bigger picture, a character who before the end of WWNY was considered the most loyal Division Agent to join the Black Tusk just to get closer to the bigger issues the Division would have to face, says and proves Keener might have had a point about it being a lie and not caring who lives and dies for the sake of protecting what remains. And now with Kelso going "Rogue", she's gonna finish what Lau could not and see how far the rabbit hole goes. I might be the only one who liked the plot twist, and can't wait to see where the story goes from here. One of the collectables for the Vanguard trails under Kelso 5 explains everything. She's determined to finish Lau's work but still has her heart in the right place, aka a double agent.

Are you speaking on the raw gameplay showed here or the game? He’s just completing agent activities for rare loot which you can compare to Cyberpunk 2077’s police activities. They’re not true side missions but just city encounters so that’s why it looks like a walking sim to you.

Funny enough I enjoy the game for that reason.

I was using "Phanton Pain" during the first half of the mission. In the second half I used "Eternal Willpower" to the end.
