Communities do not want to know of your roles and responsibilities. They need service delivery. It is not because citizens misunderstand your roles. They escalate to Minister after all avenues tried but were in vain. (e.g they probably went through Councillir, Mayor, Call centre, Municipality and Province). After 30 years Anc in government, Minister cannot afford to blame Apartheid. As u mentioned ,the role of the Minister is to Support and Intervene with the Provinces/ Municipalities. Citizens cannot be pushed from pillar to post after tabling their greivance with the Minister who is their final resort. For the Minister to ignore the list of complaints and defer complainants back to local Councillor and Call Centre etc is passing the buck. The complainants need comfort that Minister will intervene by holding the responsible Munipalities accountable for tabling their response plan with actions for each area , due dates and highlight Risks and mitigating actions ( include all other areas not yet reported) to Minister to take note That is what the 400 complaints on your desk from citizens need to know. Not different roles and responsibilities. Visiting municipalities is not going to help. The 400 people have spoken they need a response from the Ministers desk on what process u will embark upon to address their complaints.
