From my assumption yes. If there was no power on the third rail. The trains would be on low power mode and would cause the trains to go at a max speed of 5-10 mph. but in the video, the trains was going more than 10 mph. It was going around 15-25 mph. of course they were going slow because they don't see anyone on the platform and for safety reasons.

The third rail. I believe most stations don’t provide electricity for the 3rd rail. It’s separated from the station which the voltage is provided somewhere else.

yeah i agree - they should invest in emergency lighting to lit up the station - like other countries also WMATA does have backup power for stations

The backup emergency power should have been upgraded with CBTC in 2012 and apparently not even with the L project for the Canarsie tubes

When the red lights from the back of the train trail away from the station, that glow is so ominous, Gotham city fr. 3:35. PLUS the sounds of the walkie-talkies AND the flashing lights coming from people's phones. This is a whole horror movie/game production.
