Also why not allow people to do community services in leu of jail time. We can put them to work part time a few days a week learning to build low-income housing, and remolding the old Los Lunas Funny Farm, where all of NM's abandoned people with severe disabilities use to live. Some of them could be trained to help staff the place. Wouldn't cost the city much, mostly on trust & volunteers, but promises higher returns IMO, and better behavior & a true sense of community belonging & pride when they can see how it's making their city's population's lives better.
