The Jets and Drones getting closer to the titans is most likely going to be inefective. You stated it yourself, the titans emit a lot of heat to the point of incinerating people just being close to them. That amount of heat could cause trouble to the drones that depend on electrical signals to function, and don't even get me started on FOSSIL FUEL POWERED VEHICLES. If the titans' presence alone can ignite a person, gasoline which lights exceedingly easy to the point of there being accidents where storage wasn't managed properly the jets themselves would not even be able to get close enough without risking them blowing up. They would have to attack from afar, which poses two questios: would they be able to aim to the nape? would the missiles even REACH the name without blowing up due to the heat? No, when it comes to dealing with the Rumbling given that the military learns of em in time would definitely have to be nuclear warfare. But even then, would the titans reach populated areas relatively quickly would the military opt to use em knowing the ramifications of exposing people in close proximity to it.

To him fighting someone interesting is a kin to a good meal. I have been looking through the manga trying to find where it explicitly states Sukuna eats people and I cannot find it. I know he ate his twin in the womb but that was different. If he did not they would have both died. They were being starved by their mother then Sukuna was abandoned because he had the visage of a "monster". I feel like Nagant and the whole idea of the corrupt HPSC was undercooked, like a lot of things in the series post-war (cough cough Mutant Discrimination cough). In fact, the similarities between her and Hawks' powerset (Flight and controllable projectiles made from their own bodies) makes me wonder if he was originally gonna fill her role in the story, but Horikoshi didn't have the time to justify that change in an existing character, so he just made a new one. Imagine, Hawks, traumatized by being forced to kill someone he'd come to seriously consider a friend, and having been forced to confront many of the faults in Hero Society in his deep cover operation, goes rogue, not necessarily joining AFO, but disregarding the Commission's orders and acting on his own. The Commission, instead of essentially getting off-screened by a Re-Destro double, are becoming increasingly authoritarian to deal with the crisis, and label Hawks a villain. Deku accepts this narrative, still looking at Hero Society through rose-tinted glasses, and comes up against Hawks while trying to hunt down a lead on AFO. They're about evenly-matched, with Hawks holding back from taking a killing shot against Deku, which is what convinces him to hear him out, thinking back to Gentle. The ensuing conversation can be what really opens Deku's eyes to the faults of Hero Society, and reinforces his resolve to save the Villains if he can. Nagant has such a cool design and Quirk that I wouldn't want to completely write her out, though, so maybe she could be Hawks' mentor, maybe even a surrogate mother of sorts, in the HPSC, who snapped and tried to wipe out the Commission after being used as an assassin for so long, only being stopped by a young Hawks, which he'd regret doing later. After being thrown in Tartarus, with the only reason she wasn't quietly executed being so the Commission could potentially use her as leverage over Hawks if he ever started to have second thoughts like she did. Having gone slightly insane from her treatment in Tartarus (I mean, that whole place is one big human rights violation to begin with), she becomes obsessed with revenge against Hero Society and joins AFO for real, being set up as an opponent for Hawks in the second war. She could even make her entrance at the end of the Deku VS Hawks fight, having led the two together so that they'd weaken each other fighting. Hawks jumps in front of a bullet for Deku, being critically injured, and then Deku gets kinda rolled before Endeavor, Jeanist, etc show up and make Nagant retreat, with her giving Deku an address that's obviously a trap, but that she knows he won't be able to fully ignore either, and correctly predicting that AFO's message there will just further demoralize and isolate him. ...Phew. Sorry, I know that had little, if anything, to do with the actual video, but I have a lot of thoughts about Hawks and Nagant, and the post-war series in general, that I wanted to get down somewhere.

Yes there would be some amount but that amount would be enough to stop the rumbling. Communication and logistics are a major factor in military strength. If the rumbling is destroying roads and buildings. Then military equipment is going to have a hard time resupplying. Even if they could get the equipment ready, just remember a 1 ton rock or stand isn't that small and can be easy picked up by a Colossal Titan. Sure a handful of rocks is nothing but 10,000+?

Also, I strongly suggest looking into Scavengers Reign. That's a show that seems like the worldbuilding came BEFORE the character creation because it's so detailed and vast! The world of that show was more the focus point than the characters.
