It's not pure steam, there is always smoke. In this case 4014 isn't working hard (the radius bar is towards the middle of the expansion link) so there isn't a lot of steam leaving the smokebox and in the firebox there isn't a lot of oil, and it burns cleanly, leaving light gray smoke (which you can see in the video)

By the way, when you see a lot of black smoke going of the the smoke stack, it means the fire is not efficient, so unburnt pieces of coal exit the firebox. This is the reason why the engineer and fireman always try to avoid black smoke. Only ocasionally when either working really hard, or for foamers to see the smoke.
