This goes deeper than just that. This is caused by restarting the level during the screen effect, and I know for a fact that it is the flipping effect because if you disable this flipping effect then it doesn't work. If you restart in an orange portal then you end up in the glitched mirrored state shown in the video, where the screen is flipped but the game thinks it isn't. This causes blue mirror portals to not work and orange mirror portals function as this video shows off, where the screen flipping effect takes place but it's still mirrored afterwards, this time in the actual mirrored state. However if you trigger the screen effect using a blue mirror portal you get different results. Basically, when the level restarts the screen isn't flipped, but all objects (well technically its not objects as this can sometimes happen to individual parts of some objects like portals) that are visible without the screen having to scroll are flipped horizontally. But this is not just visual, the hitboxes of pads are directional, and if the particles are moving to the left, then you can use it and vice versa, so you can't use it if the particles are moving to the right. So this actually impacts the hitboxes of the pads, basically if the pad is facing right and you restart during the screen effect from a blue mirror portal the pad goes from not being usable beforehand to now being usable because of the flipping of it.

@@tyronium2Oh and another thing seems to be that the maximum length that objects can be from the start for them to flip horizontally depends on exactly when you restart in the screen effect, the earlier the longer away the object can be and still get flipped. Probably has something to do with the time it takes for the screen to flip.
