The former county administrator operated the county will little oversight from the council. He not only managed all day-to-day activities of the county but also steered the council in a direction that he thought was best by controlling the information they received. He was unelected and served in the role for almost 20 years. Most council members looked to him for information and often guidance on what to do. At least an elected executive could be voted out if citizens desired. Should Mayors and Governors also be done away with?

Her name is Pam Oland and she has bounced around in numerous positions in different departments and now she is the finance director for the county giving them bad advice. She was not a Director in her City of Salisbury job, look it up. Bob Culver and Julie Giordano hired/hires “yes men.” People who are friends, supporters or campaign donors who kiss their butts! A real county executive would have cleaned house and hired their own department heads! More proof that the county executives are poor “leaders!” The county executives are weak and unqualified, they don’t know that you are supposed to do nation wide searches and hire the best, most qualified individuals for these positions! Look at Bunky Luffman. The man has never had a real job and has never had a real job running a department much less an entire county of 106,000 people! He has never had a supervisors position and now he is making 3 times the money he made in the previous position! Julie agreed to hire him during her campaign hoping to get all of Carl Anderton’s “supporters” which weren’t many. Julie is making two times what she made as a school teacher. Julie was employed by the school system for 17 years and NEVER got promoted to a leadership position! Let that sink in! Not only that, she filed for bankruptcy and lost her house and and now those of us buying new house have to pay for her bankruptcy. Now Julie is making irrational decisions and spending our hard earned tax dollars! Julie Giordano and the County Executives Office is a DISASTER and we have to save our county!! Don’t be fooled by Julie Giordano when she claims it’s a “Balance of power!” That’s the most lopsided balance of power in history! Sounds to me like electioneering by you Mr Cannon and I personally resent you using MY tax dollars that fund you and the County Council platform to do it. You say pushing the agenda to remove the County Executive is "not personal" - I say BULLSH*T!! YOU haven't been able to get along with EITHER County Executive! As for 7 people deciding versus 1... that's 7 good ol boys covering for each other but only ONE of the 7 represent a specific DISTRICT given the At Large seats are going away. Why are 3 Council members absent from this meeting? I'm in the County, have emailed EACH of you a few times and only once did only one of you reply - not even my own district rep had the decency to respond. I've had road issues, etc., called the County Exec office to see what dept I need to call but the COUNTY EXECUTIVE OFFICE took care of it in a very timely fashion. The County Council has NO BUSINESS meddling in Human Resource matters...PERIOD. Just another example of the Council being a power hog. No thanks! I WILL be voting AGAINST Question A and I hope to see TERM LIMITS as a ballot referendum in the future!

I attended this forum and found it very biased and disappointing. It was advertised "multiple speakers with various viewpoints" however that was not the case. all 3 panelists came with the same mindset and barely offered differing viewpoints. There were so many duplicate questions and answers, using up valuable time better spent. The middle panelist Executive Danielle Hornberger of Cecil County appears to have received $2,000 contributions from our own Wicomico County Executive Giordano in March 2024- I'm not sure how she was even allowed to be a speaker.

34:30 No, the reason it was sold by Republicans in 2004 is because there were a couple of disgruntled Democrats in the County at that time. You had 3 Republicans on the county council and 4 Democrats. The Republicans were outnumbered by the Democrats and they were always bullied under the “leadership” of Democrat Tony Sarbanes. One of the Republicans was married to the President of the Wicomico County Republican Central Committee at the time. That is when the Republican Central Committee members thought it was a good idea to go to an executive form of government and that way they could control the County Executive over a majority 4 Democrats on the council. Then in 2006 the first County Executive was elected and the Republicans plan backfired. After 4 years of Rick Pollitt those same Republicans realized they mad a mistake but it was too soon to publicly admit they made a mistake and go back to a Council/Manager form of government. Then another term with Pollitt and the same problems. Then Bob Culver and scandal after scandal. John Psota and it wasn’t much better. Over the years citizen after citizen contacted their council members and pleaded with them to do away with the County Executive. Now the county has Julie Giordano and it is worse than ever and finally this council has the courage to do something about it! Please Vote YES on Question A!
