Ok it's not a secret that there is little to no running water in Harare and the City Council which I believe is in charge of the fire department knows this they are the ones who run things. My question can't they respond to these fire calls with maybe a 15k litre truck as a contingency incases where they find no running water. Surely this is a thing that has repeated itself enough times for an ECD child to learn that there is need for back up. So why where they there? They were not invited to a Church service but fight the fire. Why would one go into a fight without all their necessary tools?
