Brook got lucky his body was decayed fully when his soul got back to it otherwise he might've been in an awful state the rest of his life. With Brook being a skeleton, this fruit could be S-tier if used properly and to it's full extent. It should be S-tier based on what we know is possible all Brook needs is higher Haki manipulation. Also any DF can be S-tier if you have a good enough imagination but we have to go by what Oda has written to judge these powers.
