So the owners of Imperial had a long track record of poor worker safety. They kept doors and windows locked and boarded up in this and their Pennsylvania plant? Why the hell didn't anyone sit up and take notice of these issues? Sounds like large amounts of money changed hands so the authorities would turn a blind eye.
