my midnight 150 is showing no input voltage but there is 100v

I’m running into panels, but now have three welded spots on the knockout. I have literally punched holes through the steel knockout without the little weld giving away at all.

Is the Midnite Solar Technical Installation Tool included with the purchase of a Lite series charge controller or is it sold separately?
