There isn't a rule that bars it. As long as you are in the correct spaces. www.fws.gov/refuge/bear-river-migratory-bird/visit-us/rules-policies

As a Cummins truck driver I do also roll coal however I have the decency to at least respect yall to an extent and meet at a halfway point, where I don’t roll coal every chance I get, I only do it occasionally and not often

Well we certainly haven't. Have you ever seen the "flying in circles" behavior? We have only seen them forming circles in the water fishing.
