I have an old 1985 murray lawn and garden tractor. Same type rims. The way you changed the rims is correct. Someone had the rims bolted on backwards!

Yes because if your using rear 8" lawn mower rim your still taking a chance on them bad boys locking up on the spindles. I forgot to grease my on that tractor. This happened after I pulley swapped it. Forgot to grease it after a ride and when I went to drive it a week later it locked up on me. Completely snapped the spindle off.

Kohlers that I've used are cold blooded. One was on a Terramite. Anything much below 50 it was a challenge to get started. Sounded just like this one.

This is not how to test a fan clutch. Worked fine here, with a very loose clutch, but if its a good clutch, fan blades can get damaged. I've seen a metal blade come off a running fan, because it was damaged, and out balance.

Old timer told me this trick. Tested it on the new clutch fan and there was no stopping it this way.

I snapped the fender brackets in half that day. Idk how but it happened. Have not welded them yet.
