@@Lance.s_Soldier_Cat you need a rom for pokemon platinum, then use the randomizer to change the game. You can do that for any generation 1-5. If you look up on KZbin you should be able to get a detailed tutorial!

So, fun fact, Phione is a pokemom you can get by breeding Manaphy with Ditto. Therefore Phione is technically not even a mythical pokemon and it's also why it's stats are mediocre. As for the easy capture. Aside from mad rng, Phiones capture rate is 30 which while still high, is much lower than the rate of 3 on other legendaries etc. For comparison starter mons are cap rate 45 and things like rattata are 255.

As I can't really see it's hp when you throw ball I can't be exact, but assuming it's hp is below 25% the chance of capture should be somewhere between 10-13%
