Funny how noble Japanese character look like Felix the Cat (American cartoon from 1919) and that in 1936 relations between Japan and America were still friendly. I mean you had American cars, movies and the Columbia records studio in Japan as late as 1940. A 1940 National Geographic article shows much American influences in Japan, style cars, gas stations, buildings and copying of American moderne architecture. Its more likely this cartoon is WW2 era and likely predated back to 1936 using a cruder more 1930s animation style than say Momotaro which is very 1940s (Soldiers of the East).
