That's NOT dirt, it's the magnetic material from the tape being shaved off. The reason you HAD video is that when you cleaned the heada, you removed the magnetic material from the gap in the heads (the heads have a tiny gap which forms the magnetic "circuit" which gives an output signal from the heads). If the heads are damaged, sometimes they shave the tape, and the gap gets clogged which then means the output signal is too low for the automatic signal level controller to work with. I'm afraid you are looking at a whole new drum most probably. The noise the heads make as they pass over the tape also sounds "wrong" there is a "hissing/shaving noise when there should only be a slight clicking as the head engages the video track on each pass.
