I feel like a combination of the two would work the best overall, like you could add on a lot of detail with base blocks and model out some nice details to acheive some stuff you couldn't otherwise, plus I am pretty sure you could add detail over the top of certain stuff with display entities to make it work better

Clouds look amazing but ive tried to use shaders only to have it cut off my distant chunks rendering and also the storms dont render properly with that shader or any in fact @disruptive

Axiom absolutely makes the block and item entities way easier to use than just Vanilla Commands. But people on lower spec builds need to be careful. Just like the name, they are entities. So making a base look pretty by using 200 entities can cause performance dips.

Note block entites can and will slow down your game a lot if you have to many of them so using them sparingly. (If you where to use them in a lot of builds it would probably make your game unplayable).
