Regulations can change but if you won’t cross the Sri Lankan border, you don’t need a visa. It also depends on your nationality

I’m not sure unfortunately but i think you can. I wouldn’t advise you to do that though since French Guyana is so far away from France. If you need to go to any near by countries, You will be in trouble if its emergency.
