This is called BEM convention. For example here, header__content clearly indicates that the element is a content inside a header element.

If you're a beginner, don't follow along. You'll get confused because he just copies some code that was already written before he started the project. Even as someone who isn't a beginner, I still have to check what he's doing to get the idea. Man, you have a really good KZbin channel, but with this method of copying code from top to bottom, you won't gain more subscribers. Also, you're doing the opposite of responsive design. You should design for the web size first and then use @media queries for the mobile size. I hope you get the advice.

If you follow along, write code by yourself and do a little bit of inspect, you will understand most of it. Yes some efforts from your end is also required. And this responsive design is called “Mobile first approach”, there are other patterns you can follow. Happy learning.
