We went there after Dashain (Oct - Nov 2023). I don't think Khangsar is 4200M.

Bhai January February me winter hota hai Nepal mein. I suppose it's possible, but I'm not sure if the weather will clear up and it'll be difficult to trek due to snow.

Road condition is good. If you're in valley then, you should head this route Suryabinayak - Saanga - Banepa - Dhulikhel and Namobuddha. Hope that helps. Thanks.
