He might not have directed it but he did create the poem It's based on as well as the co-write the movie. He had actually been trying to get it made for a while, but when he was finally successful enough for Disney to say yes he was to busy with baman returns to direct it. Hence why they got Henry Selleck to do it, they put tim's name in the title because it was his thing originally, and yes it was also for marketing.

It’s my favourite movie of all time, I watch it multiple times a year because it’s just an absolute masterpiece man.
