When the water is thrown it separates and loses its collective heat and then the molecules slow down and freeze due to the external temperature, proving there is safety in numbers. Fire works the same on small particles vs large. Kindling also has more exposed area to allow for oxygen and heat to finish the fire triangle and combust, compared to a log. Thus the boiled water in the measuring cup shares the same traits as a log, and when the water is broken up by being tossed it chills, and in order to get a log to catch flame, it helps to have smaller particles raise it's temperature to flame for a long duration.
