There are RTA bus services which accept Nol card for example from IBN Battuta to AUH Airport for 25 AED. If you have ETIHAD ticket you can book your free shuttle between Dubai (Business Bay) and Abu Dhabi. Yas Island app offers totally free service between the two cities.

At IBN for the Airport service only they may ask to see a valid flight ticket.

Hello Muneebb, I applied thought the Pakistan general consulate in Dubai. Process was smooth and easy had to go in person twice for interview and clarifications.
