It’s actually an over production of oil from hormones. Hormones cross the placenta before birth. Causes oil glands in Babis skin to become overactive. Can also be caused by yeast or fungus.

I believe it's itchy if eczema is associated with it. I've removed it from several babies scalp, some of the babies drool and eyes roll back from the satisfaction of it being removed, my guess is that it satisfies the itch.
