Not everyone plays with a monitor, usually users prefer to play games like this on TV and 4K on TVs, and how much 4K on TVs, 3060 is more preferred with 2k or with 1080, I shoot their videos separately in 1080p, 2K, 4k and share their performance tests.

I'm playing with a 4070 and a liquid-cooled i9 and phenomenal case cooling, but I still have just a 1080p monitor. Thinking I should probably make the jump to 1440 because it's laughable how little GPU utilization I have on ultra settings for any game, lol. And I'm also locked to 75 hz refresh.

I have an rtx 3060 12 gbb and I can tell you, you can only play this game with a stable fps on all low settings, whoever made this game clearly doesn't know what they are doing thank goodness I pirated it first before actually buying it.

nvidia 3060 12gb or 3060 ti are great cards (silent hill 2 is a really heavy game), but if you have a bigger budget, I would suggest you to go with a 4070 super

ps5 gives a stable 60fps in almost all games, but it's even harder to get them on PCs because games are released separately for PCs and ps

The stutters are a commom problem with unreal engine games. Try limiting frame rate with RTSS, it reduces stutters quiet a bit, not entirely though

Try with Shadows on Low, the difference is minimal and also it looks like there is a issue with that setting because for example in my 3060 activating Ray Tracing impacts less my performance than putting Shadows on Medium (I'm playing with all in High except for the Shadows, which are in low)
