You can only step it if she FULLY charges it. It's a mindgame in your favour though. She could release early and catch you stepping or RA yourself. But there is no real downside in just blocking. If she holds it till the end, you cant punish her. But if she lets go at any other time, you can punish. My advice... if Asuka rages, just block. Nothing bad would happen to you. You'll be at -3 and far away if you block her fully charged one
