Use hybrid Napier grasses like Pakchong super Napier grass. It’s regenerative and manure is the best fertilizer for it. Use cattle to produce fertilizer to plant hybrid super Napier grass, then feed all livestock especially tilapia

I think they mean the multiplier effects from the key drivers of growth yield the greatest impact than subsidies. So to get more bang for the buck, we need to spend more on what matters most for sectoral growth.
