Either/Or, as Exchange is still the source of calendar truth, whatever you expose to your users via Exchange will also work. I prefer to keep rooms resources redundant as sometimes it makes more sense to just book in Outlook for a room but think desks are best served by Zoom WPR due to the amount of whitelisting and check-in control we have over them. If Check-In is enabled, your service account on Zoom will still remove Rooms booked from Outlook that aren't actively used, so to me its the best of both worlds in this format.
