Point #1 Yes that is a man o' war of some variety, #2 That is not a jellyfish but rather it's a member of a group of jellyfish like organisms known as siphonophores. Which are actually multiple organisms that work together in a structure known as a colony. #3 YES they do sting and can sting you badly. IDK why this one did not sting you but my guess is that it was mostly dead- urea which can be a byproduct of decomposition can actually hinder the functionality of their tentilla (the tentacles that hold the stingy bits) OR the tentilla's stingers had all been triggered/ ripped off or damaged in some other way. When I lived near the north west coast of the US and went on beach walks around the Fall season I'd often see lots of these washed up on shore. I've never been stung by any of them, so my guess is that once they've been battered against the sand or have begun to die they're not nearly the threat they'd be if they were simply doing their thing floating around in the ocean. But when my Aunt was a child and lived in Hawaii many years ago and was a child. She was sleeping near the waves when a wave came over her dragging some tentilla from a live Man o' war across her thighs and calves. She still has the scars and the skin is still leathery. She said it felt like a red hot chain was wrapped around legs.
