Interesting presentation. However, some charts are not correct or at least confusing. According the proposed EU-Regulation "users" (no mentioning of end users) are all payers or payees using the digital euro: consumers, merchants and other legal entities (business). Slides 10 and 11 of the Deloitte presentation state that basic services are free of charge for all end users (incl. merchants). According Art. 17 (1) if the Regulation, basic services are free of charge only for natural persons. Merchants have to pay for these services. And even more: they have to compensate the costs of the distributors on the consumer side by the inter-PSP fee. Only the funding and defunding services by the merchant´s distributing PSP should be without charges for merchants (see Art. 17 (6).
