Honestly not sure who takes precedence, but due to the FACT that the SEG cannot stop for anything, they take precedence over HCAV. Since both HCAV and the SEG were heading down Constitution Hill, SEG take precedence. HCAV has stopped before for these things, and to salute their chief would be paramount.
