In Vancouver, WA, we used to have a bus stop station layover downtown for about 15 minutes. While I waited, a fat bellied younger woman said she was pregnant and wanted a few dollars to go into the little store on the corner to get a corn dog and soda. She knew all of us riding the bus are poor, but they also know we empathize more. I said sorry I have a bus pass and no cash. BUT…I said I had just went to the Portland area’s organic New Seasons store and I showed her a big loaf of fresh bread. I said I could give her half and something else in the bag so her baby growing in her would be healthy. She said nah, she wanted cash for a corn dog. I had really yummy stuff in the bag, but she didn’t want it for her body or her baby’s body. She should have had that baby taken from her the moment it burst out.

Much of the panhandling is done at controlled intersections. Stoplights. Since panhandling is protected as free speech our city passed an ordinance that prohibited loitering with intent to interfere with a traffic control device. In other words all the traffic that kept stopping to give the bums money caused a traffic issue. Panhandlers could only do their thing out of the 100 foot range of the traffic lights. Essentially over a half block away. Many quit doing it.

There was a store in my neighborhood back in the 2000s that did the same thing. He was letting people run up tabs for beer, cigarettes, etc and paying with their food stamp card the day they got their benefits, plus running their card for the full amount of the benefit and giving them the difference in cash. He did that because my state gives store owners extra money for accepting food stamps.
