I don't know which note are you talking about, please tell me where so I can find it and also the beast is probably a very supernatural being, it would make sense for it to teleport because it literally can break into other universes so I guess?? 😭 I have no clue about the government one though, but I did saw a corkboard/poster on the ground nearby one of the rooms in Forgotten Facility and Abandoned Facility that says "Closed off by the US government"

in my opinion about the beast that teleport is actually true but not really in my point, what really meant that he does really run from different locations depending what he was in the plane, or ship (occasionally he was traveling in different countries so the government won’t not know) but hey just some little parasitic gem that took someone host just to become the beast just really love to run away from complicated situations isn’t it?

Sorry guys! :( I will add more calming background music to my future videos though. And the reason why the in-game sound is turned off, that's because Roblox won't let me record their audio for the past few weeks. I have no clue why because it used to work in the past. God, I know that my videos AND my channel is a hot mess. You might hate how I keep changing the text I use on every of my videos, but CapCut doesn't have any good ones. Either way, enjoy the video. I apologize Nuclear Power Plant wasn't here, but noone wanted to vote for it (which I expected) Nuclear had some balancing changes like Abandoned Facility. They rearranged some rooms, added a new hallway, adjusted the doors, vents, tubes, computers, and windows - etc. For Sewer Treatment Plant (sewers), it was only some gameplay fixes (I don't really know exactly what), but nothing in the map changes overall.

My headcannon is that, the hammers are part of the experiments they are doing. Irl, hammers are heavy but very versatile tool. They can be used as a weapon, demolition and many other things. Since these hammers have many copies made, then i believe that the higher ups, are experimenting with minimum wage employees by manipulating one and making them fall into the beast's cave. And the hammers dont necessarily kill anyone and are capable of knocking them out so, that is why i believe that they need large amount of hammers to experiment on innocent people, being manipulated by them
