I got it figured out in my next video. The bearing in the housing was sticking up 1 millimetre and the race was binding against it. I hammered it back down.

Somethings missing like a shim or the race is too far out front .and the casiing that u were showing left untorqed mby that's why it didnt turn

This is what it was. The bearing in the assembly was sticking up by 1 millimetre and when torqued, the race was pushing against the sharp edge of the bearing and binding. I pushed the bearing back down 1 millimetre into place and it all works now. Thanks.
