In this case there are three people to blame: the gods and the maiden because of the maiden's action for tricking the gods and the gods for losing their common sense and now the innocent citizens are suffering because of them. Don't hesitate to use your common sense knowledge on a daily basis.

I have always told the spirits and gods that it is better that I owe people something rather than being in debt to the gods or spirits, because I do not have the strength to repay what I do I don't have. 🤔🤔
