i akways thought if the regulator was bad it would climb past 15 and if the stator was bad the battery wouldnt charge

We don't have a fan reverse switch or remote. We found that flipping the wall on/off switch very rapidly (with conviction) the fan will slow and begin to rotate the other way. We've had to do do this twice and it has worked. Found this answers after hours of digging through the internet. So I'm leaving this comment here in case it helps someone else!

Those starter get dirty especially if your engine leaks oil and the gear that engages the fly wheel gets stuck. It's good to take it off clean it and put a little oil on the shaft. Mine has done that a few times and this usually fixes it.

I have the same ceiling fan. The light and fan switches jam all the time. Absolutely despise that ceiling fan.

Nice job, the ticking may be due to the the push rods not adjusted to the correct length or possible a bad lifter.
