I wouldn't say useless but I think the riot shield is one of the things in the game that should be underpowered as than overpowered as it can be frustrating/annoying sometimes to play against

They nerf the Littlebird and doesn't do anything about the Riot shield, This is extremly sad, since i used The Littlebird to annoy toxic Hind spammers, but now it's gone, i stopped playing war tycoon since the F16 Update, i feel kinda bad about the game

I think that the Riot Shield would be balanced better if they were to make the player slower when it's equipped and make a slower equip animation, instead of making it smaller like you showed (which I believe woudn't make sense, as it defeats its purpose). By doing what I described, the players would have to play more strategically if they wanted to use the shield instead of what they do today

maybe a lil addon to the riot shield: yes, keep it short to expose the legs how you mentioned, but allow it to be held one handed, and equip an m17 (or maybe another pistol) the pistols in this game (except deagle) are bad anyways, its like they shoot tiny-inacurate-marshmellows
